CONDOMINIUM developer Randall Davis is planning an upscale resort in Galveston as a spurt of development is bringing a new wave of beachfront living to the island. The local builder, known for helping pioneer the residential loft trend in Houston, is planning a roughly $70 million resort on the west side of the island called Diamond Beach.
